A driveway has to satisfy the owner of the road it connects to as well as you. Your driveway connection to the public road requires approval from whichever authority owns that road. You cannot always tell who governs the road just by looking from your lot, so we verify ownership first.
What moves your price is length and width, the condition of whatever base is already there, the depth and type of material going down, how far a loaded truck has to travel, whether a culvert crossing is involved, and whether the site has room to turn a truck without damaging what is already built.
Which authority owns the road
Three different answers apply within this valley. You need a provincial highway use permit to build or alter access along a numbered highway or controlled-access road. You are exempt if your single-family home sits on a provincially maintained side road outside municipal limits away from numbered routes. North Cowichan requires a highway access permit under its Highway Use Bylaw before any driveway or boulevard crossing is built, at $25 to process, a refundable deposit of $500 per unit to a maximum of $2,000, and a $50 street sweeping fee, with access prohibited within seven metres of an intersection or an approved stop sign. The City of Duncan issues its own driveway access permit at $50 with a $1,000 damage deposit, and requires site inspections before construction starts.
Base, material and the culvert
A driveway that lasts is mostly what is underneath it. A solid gravel base carries your driveway weight, while we select surface material based on grade and vehicle traffic. When crossing a ditch, we size your culvert for heavy January runoff rather than dry August flow. Rubble — asphalt, brick, concrete, gravel and rock — is accepted at CVRD recycling centres at $94 per tonne, so removing an old surface has a disposal cost attached to it that is worth knowing before the work starts.

Local conditions
Driveway work in the Cowichan Valley runs across two very different subgrades. On the valley floor the material is river sand and gravel, which compacts well and drains. Toward Mill Bay and the Malahat, bedrock sits less than 1 metre down across most properties, so cutting a driveway can require rock breaking. However, nearby bedrock valleys contain loose deposit cover up to 60 metres deep, so we check your exact lot ground directly.

Is a permit needed to put in a new driveway?
It depends whose road it meets. The Province exempts a single family driveway off a maintained side road outside the municipal boundary where the access is not off a controlled access or numbered route. North Cowichan and the City of Duncan each require their own access permit regardless.
What size culvert is needed for a driveway crossing?
It is sized for the flow and the cover over the pipe, not for the width of the driveway, and where the crossing is over a watercourse the riparian rules apply as well. The road authority's requirements govern where the crossing is within a right of way.
How long does a rural driveway take to build?
The build itself is usually the short part. The schedule is normally set by the access permit and by BC 1 Call, whose members respond within three working days, or five for large projects.
